A Juliet balcony is a guard rail across a door or a tall window. It is not a floor. You cannot stand an outdoor unit on it, and you should not hang a condenser where it blocks that opening. The machine needs a wall that can carry a bracket, or a position on the ground, and a drain that does not tip over the rail onto the street or the flat below.

A rail is a barrier
People use the word balcony for two different things. A real balcony has a floor you can walk on, with a structure designed to carry people and, sometimes, plant. A Juliet is the rail that stops you stepping out of a full-height window or a door. The metalwork is sized as a guard, not as a plant deck. Sitting a condenser on that rail, or on a timber shelf bolted to it, loads a barrier with a vibrating machine and a puddle of condensate.
The door still has to open
The opening behind a Juliet is often the room's escape or its only large vent. A bracket and a fan in front of that door turn a safety feature into an obstacle. Even if the door can still swing, the discharge air blows back into the room whenever someone opens it. That is a failed layout, not a clever short pipe run.
Water has to go somewhere other than the pavement
Cooling makes condensate. On a Juliet that water wants to run over the rail. Below you there may be a neighbour's window, a shop sign or the pavement. A drain that merely weeps is the complaint you will get in the first hot week. The route needs a fall to a proper point, agreed before the holes are drilled. A pump is a machine with a float switch, not a reason to ignore where the water ends up.
Flats do not inherit a householder shortcut
In England, householder permitted development for an air source heat pump is a set of conditions. One of them is that the unit is not used solely for cooling. A flat often has no householder permitted development for this at all. Neither rule turns a Juliet rail into a lawful plant platform. Glass is a poor fixing for the indoor unit too
The wall around a Juliet is often mostly glass. The indoor unit needs a solid background, clear of the opening, with pipes that do not cross the door head in a way that drips on the threshold. If the only solid pier is the party wall, that is a noise and a fixing question for the survey, not a reason to clamp the indoor unit to the frame of the door. Refrigerant work still belongs to a certified company.
